This week marks 11 years since the waters of the Gulf swallowed the city of New Orleans and nearby parishes. Effects of the physical destruction, which totaled $150 billion, can still be seen today, but it's the emotional scarring of the natural disaster — brought on by stubborn waters that refused to recede, a slow national response and the loss of life, businesses and entire neighborhoods — that remains etched in our memory.
