Louisville, Kentucky Metro Police are looking into video that was taken that shows four officers restraining an unresisting man, before one officer strikes him in the head with what appears to be a Taser
The video, taken by a bystander, shows Matthew Murphy being pinned to the ground by four officers. At the time of the video, Murphy does not a appear to be struggling, even as officers yell at the protesting crowd to keep their distance. Then the officer closest to Murphy’s head is seen taking a bright yellow object and bringing it down into Murphy’s head.

According to WDRB, Murphy, 30, was arrested and faces multiple charges, including several counts of assaulting police. He is currently being held on $25,000 cash bond. The video does not show how the encounter started, but according to the report, off-duty police were flagged down to intervene with a fight, when Murphy allegedly attacked the cops, “striking, kicking, squeezing” and “causing great alarm.”
A police detective was “forced” to fight Murphy “in the middle of the street,” due to his behavior. Murphy allegedly grabbed a detective’s groin and “twisted causing pain,” and also spitting at an officer after being taken to a hospital.
A spokesperson representing the police department said that the incident is under review but declined to provide further details.
